Beginning with a group of cooperating nations but over time all countries in the world will join when they see the tremendous economic benefits.
The first order of business will be to come to an international agreement of how to select the arbitrators themselves.
The arbitrators will be the final decision makers on all International trade and territorial disputes. This will be agreed to by all of the participating nations.
With these two agreements in place I would estimate 95% of all international spending on national armies could be eliminated and those funds redirected to housing, nutrition, education, lowering taxes and so on.

All countries involved would agree to zero friction trade for electric vehicles (or as close as possible) with the exception that EV exporting nations in the alliance would agree to pay a fee on each exported EV into countries who have industries that may be negatively impacted by the EV imports. This fee would go to help pay for alternative career training and relocation of affected workers.
The net effect would be a much more efficient global EV industry and other economic and environmental benefits.

I think many people have the opinion that America led the world in the 20th century for things like technological progress and improvement of the quality of life of its citizens. It seems to me that the stars are aligning so that Africa could be a world leader in the second half of the 21st Century.

China has almost entirely eliminated the antiquated inconvenient use of paper and metal as a display of value in transactions. America will become significantly more efficient when it implements these strategies.
America has a mostly independent judiciary which allows businesses the comfort of knowing they are likely to be treated fairly and equally. This is very helpful for American businesses and economy and is probably an area where China can make improvements that could increase international investment and domestic economic growth.
